Just a bit "fixing" of the AI code.

The behaviour "hold distance" for range using mobs
was a bit to perfect - it allowed them to hold distance
AND firing without losing distance. Or they moved always
out of melee range.

The new code skipped a move step after bow/spell action
and when they got attacked in melee range, they skiped
the bow & hold distance. Instead they stand and used melee
and spells.

The result is a fine behaviour - not as "perfect" as before but
much more natural. The battle of FG map now works again
perfect.

I also preparing a better working /dm command control with
dm_file (allowing to assign dm power to players online inclusive).

Also adding GM and VOL powers - less powerful status to allow
/mute or /summon to trusted players to maintain the server
in some way.

But that code needs a bit more time.
