B4 ROP's are drop-able. The only problem is that they are random drops and are extremely rare - I've only found 1 so far. IMO the stats weren't that great, its more of a luxury item. And to be fair, I've only seen one other player find one in the last 6 months.

You'd have a better shot at buying a lord lon'li'uni'sm mail, and probably more affordable and much more ideal for DP.

Rare or not they are buyable- I bought mine for 50-75g ish... I don't think it's unthinkable that he could find one for sale through the forums...(people post searches for less likely items such as hallo boots...)
